- Local end-to-end deterministic paper flow, external-style clean reconciliation, injected-break detection and exact reconstruction equality.
- Missing gate evidence
- Durable event persistence, independently sourced statements, failure/kill/recovery drills, operational evidence and independent approvals.
- Consequence
- Phase 2 and live/shadow work remain blocked.
Prohibited interpretations
- "Implemented" means code, tests and documentation exist; it is not a phase approval.
- An elapsed date, passing happy-path test or directory cannot advance status.
- The dashboard must be updated in the same change as a signed evidence bundle.
